Portable handwashing stations cost $150 a day or $200 a week, refilled at each service visit. 29 CFR 1910.141(d)(2) requires soap and towels at a washing facility, so hand sanitizer alone does not meet it. Foot pump and built-in sink units are available.
What does the rule require?
29 CFR 1910.141(d)(2)
Washing facilities shall be maintained in a sanitary condition, and soap or similar cleansing agents and individual hand towels or a warm air blower shall be provided.
A pump bottle of sanitizer strapped to a toilet door does not satisfy this where the rule applies. You need an actual washing facility, and it is a separate line on the order.

Which option fits the job?
Standalone station
Foot-pump or gravity-fed, freestanding, sited next to the toilets. The usual answer on a construction site or at a food event.
Unit with a sink built in
A standard or deluxe restroom shell with a basin inside. Saves space where the footprint is tight.
Sanitizer stand
Supplementary only. Useful at entrances and food lines, but it does not replace a washing facility where 1910.141(d)(2) applies.
Multi-bay stations
For larger crews and events, so a queue at the sink does not become the bottleneck in front of the restrooms.
